Mandate
The Société de transport de l'Outaouais (STO) is a public corporation created in accordance with the Act Respecting Public Transit Authorities.
As such, it is represented by a Board of Directors to ensure that its interests and the interests of customers are safeguarded as it strives to carry out its mission. Each member of the Board of Directors serves a maximum term of four years, which can be renewed.
Composition
The powers of the STO are exercised by a Board of Directors composed of seven members. Five members are appointed by the City of Gatineau from among its own Council. Two other members – one regular public transit patron and one paratransit patron – are chosen from among city residents.

Meetings
The Board of Directors convenes at least 10 regular meetings per year. These meetings are public and are announced at least five days in advance in a newspaper distributed throughout the area served by the STO.
At these meetings, the members of the Board of Directors make administrative, policy and technical decisions reflecting the best interests of the STO and its patrons. Decisions are made by a majority vote.
Members each have one vote that they must cast on any issues that are put to a vote, unless they are prevented from doing so because of a conflict of interest. The chairperson casts the deciding vote in the case of tie votes.
Question period
At the beginning of each meeting, the Board of Directors has a question period during which those present may ask the members questions.
Citizens can attend and ask questions at the start of meetings. There are two ways to address questions to the directors of the STO, either in person at the meeting or by email at questionCA@sto.ca before noon the day before the Board meeting.
